Dear brothers and sisters in Christ:
Religious liberty is one of the freedoms we cherish as Americans. The First Amendment of the United States Constitution states that government shall not make any law prohibiting the free exercise of religion. We, the bishops of Nevada, bring to your attention a recent, alarming matter that seriously infringes on this freedom.
On January 20, 2012, the United States Department of Health and Human Services issued a new federal mandate requiring virtually all employers, including faith-based institutions, to provide insurance coverage for abortion-inducing drugs, sterilization and contraceptives. There is an exemption for churches but so narrowly framed that almost all Catholic institutions will have to pay for the coverage. The exemption applies, for all practical purposes, only if our schools, hospitals and charitable agencies hire only Catholics and serve only Catholics. As you well know, many of our institutions serve non-Catholics. For example, Catholic Charities here in our state and throughout the nation provide food, shelter and other essential services for millions of people who are not Catholic.
The issue comes down to this: through this new regulation the federal government requires the Catholic Church to spend its money in a way that forces it to violate its religious principles. In effect, it restricts our free exercise of religion.
What are the effects of this regulation? First to abide by the law would lead us to violate our moral teachings. To ignore the law would place us in violation of this Federal regulation and make us subject to fines or other consequences. To act within the narrow religious exemption would remove us from our mission to serve people who are in need and count on the social safety net we provide. None of these is acceptable for people of faith in a nation that has freedom as the hallmark of its identity. Where else will this regulation lead?
What we are asking you is to help in defending a fundamental freedom. Write or call your senator or representative in Congress. Write to the president. Share this concern with other Catholics or anyone who cherishes the freedoms upon which our nation was founded. We will suggest other action to take in the near future.

Estimados Hermanos y Hermanas en Cristo:
La libertad religiosa es una de las libertades que nosotros disfrutamos en este país. La Primera Enmienda de la Constitución de los Estados Unidos nos dice que el gobierno no podrá hacer ninguna ley la cual prohíba ejercer la religión libremente. Nosotros, los Obispos de Nevada, queremos llamar su atención a una situación reciente y alarmante la cual infringe seriamente esta libertad.
El 20 de enero del 2012, el Departamento de Salud y Servicios Humanos de los Estados Unidos presentó un nuevo mandato federal requiriendo virtualmente a todos los empleadores incluyendo a las instituciones religiosas, el proveer cobertura médica para drogas que inducen el aborto, esterilización, y contraceptivos. Hay una excepción para las iglesias, pero tan estrechamente enmarcada que casi todas las instituciones católicas tendrán que pagar esta cobertura. La excepción aplica, para todo los efectos, solamente si nuestras escuelas, hospitales y agencias de caridad contratan solamente a católicos y provee servicios solamente a católicos. Como todos sabemos, muchas de nuestras instituciones proveen servicios a gente no católica. Por ejemplo, las instituciones católicas de caridad de nuestro estado y a través de la nación proveen víveres, vivienda y otros servicios esenciales a millones de personas las cuales no son católicas.
El problema se resume a lo siguiente: a través de este nueva regulación el gobierno federal requiere que la iglesia católica gaste su dinero de un manera en la cual la obliga a violar sus principios religiosos. En concreto, nos restringe la libre práctica de religión.
¿Cuáles son los efectos de este reglamento? Primero, el acatar esta ley nos llevaría a violar nuestras enseñanzas morales. El ignorar esta ley nos pondría en violación de este reglamento federal y nos hacen objetos a multas u otras consecuencias. El actuar dentro de esta excepción religiosa tan restringida nos apartaría de nuestra misión de servir al prójimo los cuales están en necesidad y dependen de la red de seguridad social que nosotros proveemos. Nada de esto es aceptable para la gente de fe en una nación la cual tiene como sello de identidad la libertad. ¿A dónde más nos llevara este reglamento?
Lo que nosotros pedimos es su ayuda para defender esta libertad fundamental. Escriba o llame a su senador o representante del congreso. Escriba al presidente. Comparta esta inquietud con otros católicos o cualquier otra persona quien disfrute de estas libertades sobre las cuales fue fundada nuestra nación. Esté atento a otras acciones que sugeriremos en un futuro cercano.
